Water heater permits and seismic strapping rules in Ventura

By Steve, owner of Steve's Plumbing Ventura, a licensed plumbing contractor. Check current requirements with the City of Ventura Permit Center before starting work.

Yes, you need a permit to replace a water heater in Ventura. The City of Ventura requires a plumbing permit when installing, replacing or relocating a water heater in a residential property, and the installation must pass a city inspection that includes two seismic straps.

When a water heater permit is required

The City of Ventura's instant permit list covers a water heater whenever one is:

  • Installed new, including a second unit.
  • Replaced, even with the same size and type in the same spot.
  • Relocated to a new place in the house or garage.

The same applies to tankless water heaters. The city's permit application has check boxes for tank and tankless heaters, new, replacement or relocation, and whether the gas line is extended. A California Title 24 energy form is required with both types.

How to get a water heater permit in Ventura

  1. Apply online through Ventura OPS, the city's online permit system. The city offers Building Express "Insta-Permits" for residential replacements, including water heaters; certain restrictions apply.
  2. Or apply in person at the Permit Center in Ventura City Hall, 501 Poli Street, Room 117. Appointments can be booked online.
  3. Include the Title 24 form for a tank or tankless heater.
  4. Install the heater to code (checklist below).
  5. Schedule the inspection through the city's appointment and inspection scheduling page.

When Steve's Plumbing Ventura replaces your water heater, we pull the permit, schedule the inspection and meet the inspector. See water heater replacement in Ventura.

Seismic strapping requirements

California requires every water heater to be braced against earthquake movement. Under California Plumbing Code section 507.2, as applied by California cities, a water heater needs:

  • Two straps, one in the upper third and one in the lower third of the tank's height.
  • A lower strap at least 4 inches above the gas controls.
  • Straps that wrap fully around the tank and fasten to wall studs or another solid structure, not drywall alone.

Approved strapping kits are sold at hardware stores. Tankless heaters mount to the wall and are secured by their mounting brackets.

What the inspector checks

ItemWhat passes
Seismic strapsTwo straps at the upper and lower thirds, anchored to framing
T&P relief valveDischarge pipe of the right size running to an approved location, ending close to the floor or outside, never threaded at the end
Gas supplyShutoff valve next to the heater, approved flexible connector, sediment trap, no leaks
VentingCorrect vent size and slope, secure joints, proper clearance from combustibles
Combustion airEnough air for a gas burner in a closet or small room
Garage installsProtection from vehicle impact; ignition source raised 18 inches unless the heater is flammable-vapor ignition resistant
Water shutoffAccessible cold water shutoff valve on the supply
AccessWorking space in front of the controls

Items vary with the heater, fuel and location. The City of Ventura publishes a water heater handout; ask the Permit Center for the current version.

Why skipping the permit is a bad idea

  • Safety: poor venting can leak carbon monoxide into the home, and an unstrapped heater can tip and break its gas line in an earthquake.
  • Insurance: an insurer may question a claim tied to unpermitted work.
  • Home sales: buyers' inspectors and the city's building records can reveal unpermitted replacements.

Water heater permit questions

Can a homeowner pull a water heater permit in Ventura?

It depends on the property. Many California cities let owners pull permits for work on their own primary residence. Ask the City of Ventura Permit Center about owner-builder rules before starting.

How long does a water heater permit take in Ventura?

A residential replacement can qualify for an Insta-Permit through Ventura OPS, issued online, though certain restrictions apply. The inspection is scheduled after installation.

Do I need a permit for a tankless water heater?

Yes. Tankless installations need a permit and a Title 24 form, and often a gas line upgrade that's part of the same permit.
